Membership is a formal status granted to those who meet the eligibility criteria (accredited professionals, licensed providers, recognized associations, students, or honorary members). Participation is broader: Section 81(3) of Act 1038 provides that a cybersecurity service provider, service provider, telecommunications network operator, and any other person concerned with matters of the industry may participate in the activities of the Forum. In short, you may take part in GCIF activities without being a formal member — but only members have voting rights and committee eligibility.
